The Ministry of Industry and Information Technology announced the implementation of the Made in China 2025 initiative

The implementation of "Made in China 2025" is a major strategic deployment made by the CPC Central Committee and The State Council based on the future development of China's manufacturing industry. It is also the first ten-year program of action for China to implement the strategy of making China strong in manufacturing. Since the release and implementation of Made in China 2025, with the coordination and promotion of the Leading Group for building China into a manufacturing power, relevant departments have focused on improving the top-level design and working mechanism, strengthening the coordination and linkage between departments, and giving play to the main role of enterprises and the leading role of major projects. Progress has been made in all aspects of the work. It has played an important role in stabilizing industrial growth and accelerating the transformation and upgrading of the manufacturing industry.
I. Main work situation
1. We worked hard to implement the plan, and the implementation of the Five Major projects showed initial results. Together with the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Education and other relevant departments, the Ministry has issued 11 supporting plans, introduced a number of supporting policies and measures, and organized the implementation of five major projects: building a national manufacturing innovation center, intelligent manufacturing, strengthening the industrial base, green manufacturing, and innovation in high-end equipment. At present, the first innovation center -- National power Battery Innovation Center has been set up, the National Additive Manufacturing Innovation Center has started to build, and 19 provincial manufacturing innovation centers have been fostered and constructed. It carried out 226 comprehensive standardized test and verification projects for intelligent manufacturing and applied new models, selected 109 pilot and demonstration projects for intelligent manufacturing, built the first batch of 19 public service platforms for industrial technology infrastructure, promoted a package of key breakthrough actions and a one-stop application plan, and made breakthroughs in a number of core basic components, key basic materials and advanced basic technologies. We launched the development of a green manufacturing system, organized 99 enterprises to carry out green design pilot demonstrations, established 51 national low-carbon industrial parks, and carried out 57 projects to reduce high-risk pollutants, reducing energy consumption per unit of industrial added value of enterprises above designated size by about 5%. Innovations in high-end equipment continued to emerge, and important breakthroughs were made in key technologies and supporting technologies for high-speed railways and in key materials for hard-shell batteries for electric vehicles.
2. We focused on key targets and made progress in major landmark projects. Of the 15 major landmark projects of the year, seven have been fully implemented, four have been basically implemented and the rest are under way. Some projects have made breakthrough progress, such as the successful development of our first flexible composite industrial robot, and has formed a small batch supply ability, to achieve the mass production of RV reducer and obtain foreign orders, to achieve large-scale production of harmonic reducer.
(3) Pilot demonstrations have been carried out, and the effect of taking root has become prominent. China has actively promoted the establishment of pilot demonstration cities (clusters) of "Made in China 2025", and approved eight pilot demonstration cities (Ningbo, Quanzhou, Shenyang, Changchun, Wuhan, Wuzhong, Qingdao and Chengdu) and three pilot demonstration city clusters (five cities in southern Jiangsu Province, West Bank of the Pearl River in Guangdong Province, and Changzhu-tan City in Hunan Province). At present, in accordance with the requirements of the implementation plan, the pilot demonstration cities (groups) carry out comprehensive pilot projects focusing on the construction of industrial upgrading, scientific and technological innovation, policy guarantee, personnel training and other systems, actively explore new models and new paths for the transformation and upgrading of the manufacturing industry under the new normal, and strive to form replicable and popularizable experiences as soon as possible.
4. We formulated regional guidelines and accelerated the formation of a pattern of differentiated development among different regions. In accordance with the principle of "Based on Comparative Advantages, Promoting dislocated Development and Deepening cooperation between ministries and provinces", the Ministry of Industry and Information Technology has strengthened coordination with local governments and formulated the "Made in China 2025 Guide for Provinces and Cities (2016)" to guide solutions to long-standing problems such as duplicate construction and homogeneous competition. Local governments are actively coordinating the Made in China 2025 initiative, choosing development priorities and directions in light of their own resource advantages, industrial base, geographical conditions and market environment, formulating relevant policies and measures, and accelerating industrial transformation and upgrading. By the end of 2016, 29 provinces (autonomous regions and municipalities directly under the central government) had issued implementation plans or guiding documents, promoting the formation of a new pattern of manufacturing development featuring local conditions, distinctive features, regional linkage and misplaced competition.
(5) Strengthen policy guidance, manufacturing and the Internet integration effect is obvious. The State Council issued the Guiding Opinions on Actively Promoting the "Internet Plus" and the Guiding Opinions on Deepening the Integrated Development of Manufacturing Industry and the Internet. Through policy guidance and the efforts of all parties, the Internet has been widely integrated into every link of R&D and design, and the pace of intellectualization of key products and equipment has accelerated. In 2016, the penetration rate of digital R&D tools in enterprises reached 61.8%. The numerical control rate of key processes reached 33.3%. Good results have been achieved in promoting mass entrepreneurship and innovation platforms among large enterprises. 47% of large enterprises have set up and operated collaborative innovation platforms, and central government enterprises have established 110 platforms for mass entrepreneurship and innovation. Solid progress was made in implementing the integrated management system, with more than 4,000 enterprises across the country implementing standards, and more than 72,000 enterprises conducting self-evaluation, self-diagnosis and self-evaluation of standards. The operating costs of the enterprises implementing the standards decreased by 8.8% on average and their operating profits increased by 6.9% on average. We will actively promote the development of the industrial Internet, deploy forward-looking research focusing on top-level architecture and key standards, strengthen collaboration between enterprises, universities, research institutes and applications, and accelerate its application through pilot demonstrations.
(6) Implementation of special actions, quality brand building achieved initial results. Since the implementation of the "Three Products" special Action to Increase variety, Improve Quality and Create Brands in the Consumer goods Industry, The General Office of the State Council has issued the "Several Opinions on Carrying out the" Three Products "Special Action to Create a Good Market Environment in the Consumer Goods Industry" and the "Plan for Improving Consumer Standards and Quality (2016-2020)". The Ministry of Industry and Information Technology, the General Administration of Quality Supervision, Inspection and Quarantine and the State Administration of Science, Technology and Industry for National Defense jointly issued the Special Action Guide to Promote Quality and Brand Improvement in the Equipment Manufacturing Industry and the Standardization and Quality Improvement Plan for the Equipment Manufacturing Industry. In 2016, China approved 23 new laboratories for quality control and technology evaluation of industrial products, completed the integration and streamlining of 669 mandatory standards and plans, issued 208 consumer product industry standards, and supported 11 international standard projects proposed by China, laying an important foundation for improving the quality of consumer products. A total of 251 brand cultivation demonstration enterprises have been established in the whole industry, and the market share of the 22 industrial clusters that participated in the first batch of regional brand building trials for industrial clusters has increased by 2.3% on average, export growth has exceeded 10% on average, and the value of new products has increased from 27% to 34.1%.
